Special Agent Edgar Ramos (Special Special Service Unit of the California Department of
Corrections) began his career in
2003 as a Correctional Officer. Over the years he has worked a variety of assignments, including
the Investigative Service Unit at Mule Creek State Prison. He was promoted to Sergeant at the
California Medical Facility Vacaville State Prison. Additionally at CMF, Edgar was the assigned
Supervisor of the ISU/GI Unit. He later was hired as a Correctional Sergeant with the Gang
Intelligence Operations in Sacramento. Edgar promoted to Correctional Lieutenant within the GIO Unit. Most recently, Edgar was promoted to Special Agent with the Special Service Unit in
Sacramento. Edgar has spent his entire career investigating prison gangs, documenting their
criminal activity, debriefing and validating gang members and their associates. He specializes La
Nuestra Familia, and other Northern California Hispanic gangs. Edgar is extremely knowledgeable in their methods of operation, criminal activities, gang terminology, trends, rivalries, alliances,
tattoos and symbols utilized.

Sergeant Ben Mendoza (California Department of Corrections) began his career with the CDCR in 2002. He was assigned to the California Medical Facility where he worked for the Institutional Gang Investigations Unit. He then transferred to the Sacramento State Prison where he was assigned to the IGI Unit. In 2013, Ben was promoted to Correctional Sergeant and is currently assigned to the Gang Intelligence Operations Unit at the Office of Correctional Safety in Sacramento. Ben has spent his entire career investigating prison gangs, documenting their criminal activity, debriefing and
validating gang members and their associates. He specializes in the Mexican Mafia and Surenos. He is extremely knowledgeable in their methods of operation, criminal activities, gang terminology, trends, rivalries, alliances, tattoos  and  symbols utilized.

Detective Corporal Edwin Santana (Morris County Sheriff’s Office in New Jersey) is a 24 year
veteran of the Morris County Sheriff’s Office Bureau of Corrections and a founding member of Morris County Gang Intelligence Unit. Edwin instructs academy cadets and has provided expert gang testimony on both the State and Federal Judiciary level. Edwin’s knowledge on prison/street gangs, trends, awareness, and identification has led to him being utilized by law enforcement
organizations in 28 states. In addition, he has appeared on Fox News "Geraldo Rivera At Large",
Telemundo, The Biography Channel’s “Gangsters America’s Most Evil", and the History Channel’s
“Gangland”. Edwin is currently the East Coast Gang Investigator’s Association’s (ECGIA) New Jersey Chapter President. ILGIA Campbell California will be Edwin’s First Ever Presentation in Northern California.

Sergeant Mike Martinez (San Bernardino County Sheriff’s Department) began his career 22 years ago. Mike has specialized in gang enforcement and investigations. He is currently assigned to the Gang Intelligence Unit and is the assigned Supervisor of the FBI Safe Streets San Bernardino Gang Task Force. Mike is a renowned instructor and is a member of the California Gang Task Force. He has taught for several law enforcement organizations since 2005.

Tony “Pacman” Moreno (Los Angeles Police Department/Retired) began his career in 1975 with LAPD. In 1982, Tony was assigned to the City Wide Gang Detail, where he drove a yellow Plymouth Fury Police vehicle. Tony earned the nickname “Pacman” from gang members in South Central Los Angeles. His nickname and replica vehicle were used in the 1988 classic Gang film “Colors” starring Sean Penn
and Robert Duvall. Tony has been conducting gang training to law
enforcement and members of the private sector since 1982. Tony has authored four books.
